In an effort to make the City of Willmar's designated Opportunity Zone irresistible, the City has undertaken the creation of a pilot incentive program encompassing downtown & the directly surrounding/supporting neighborhoods. Unlike Opportunity Zone incentives, the proposed Renaissance Overlay District encourages both new development as well as investment in existing infrastructure through incentives such as Tax Abatement, elimination of building permit review fees, and elimination of Sewer and Water Access Charges. This Overlay District also creates zoning that allows for adaptive reuse, modeled largely after research from the National Trust for Historic Preservation.

Join us on Wednesday, March 25 as City of Willmar Planner & Main Street Coordinator Sarah Swedburg talks about how you as a city official or staff may begin considering the adoption of a similar program and how Main Street Directors and community members can advocate for your economic and community development professionals to consider these solutions to downtown investment.
