Time to Contact your Legislators!

The Minnesota Legislature is required to adjourn by May 19, leaving just over two weeks for it to complete its work to pass a state budget. The Catalyzing Underutilized Buildings (CUB) tax credit proposal is still in the mix of potential legislation. Now is an excellent time to contact your legislators and ask them to support enacting the CUB credit, which will provide a 30% tax credit for adaptive reuse of existing buildings 15 years or older. The CUB credit could also be paired with Federal historic tax credits, providing critical financial assistance to close the gaps in historic rehab deals that include adaptive reuse. Speaking of Federal historic tax credits, the Historic Tax Credit Growth and Opportunity Act of 2025 has been introduced in Congress. This bill would update and improve the longstanding Federal historic tax credit program in several key ways: 


  • provide additional credits for rural projects,  

  • return the credit to a single delivery for all projects, 

  • allow more projects to qualify by lowering the “substantial rehabilitation” threshold, 

  • modify tax-exempt rules that prevent non-profit organizations from using HTCs 

  • increase the value of the credit and make it easier to pair with Low-Income Housing Tax Credits
